Three clocks waited at one minute to opening, and six bundles still had to prove they held forty-one without borrowing a yes.
Day Four morning smelled of wet chalk and boiled grain. The meal clock hung above Tamsin's kitchen table. The medicine clock faced Etta's narrow reader. Across the court, the housing clock showed through an open stair door. Each had the same six windows, but no master sheet joined them.
Tamsin checked the three return seals.
"Night routes?"
"Thirty-two authored or proxy-authorized choices. Nine no-authority contact-state cards. Every original counterpart stayed outside Office custody."
At eighteen, Nara could carry the case between all three sites. She could not become the missing authority inside it.
Nara set the route case between the sites. Claimant-veto folds made its sides bristle like black feathers. Each of the thirty-two choice-bearing leaves exposed a row number, one disposition, one bounded present fact, a direct-source reference, direct witness and accepted liability, counterpart holder, veto, conflict field, and preselected appeal destination. The last nine were contact-state cards with no claimant authority and no service panel at all.
Tamsin held the minute cord.
"Read the bundles, not the people."
The three custodians lifted their shutters together.

Cala looked to the three custodians.
"Unique rows?"
"Forty-one present. Zero repeated identifiers. Zero missing classified rows."
Below the last two bundles, wet chalk thickened the warning.
`NO AUTHORITY -- NO EFFECT.`
Nara called toward the medicine door.
"Thirty-two claimant or authorized-proxy choices. Nine contact states. The nine do not become choices because the clocks are running."
Etta repeated it to the medicine custodian. The housing custodian repeated it back.
Adra stood where she could see all three faces.
"And a row inspected at three sites?"

Tamsin kept hold of the cord.
"Counted once. Disposition stays on the row card. A site records an inspection, not another person."
Cala held up the exclusion strip: Etta's external `E.S.` control, Nara's current identity, Mira's historical author line, and Savi's void false-`E.S.` authorization exhibit. Four separate records. Zero refuge dispositions.
Beside it, Cala posted the certification scope before any result existed.
`QUILL REVIEW -- FOUR EXISTING MARKS ONLY.`
`REQUIREMENTS -- 41 DISTINCT ROW POSITIONS ACCOUNTED; DUPLICATE EFFECT STOPPED; SERVICES AND APPEALS ACCOUNTED.`

A separate, tally-excluded witness-return field stayed closed beneath a black bar: `MIRA VALE -- HISTORICAL SIGNATURE RETURN QUERY -- DORMANT; NO AUTHORITY.` Only three final distributed copy seals could ask whether a current connection existed.
Cala checked each shutter.
"All three totals agree. Open."
The minute hands dropped. Nara lifted the first direct-source leaves, and three service clocks began together.

Savi met the meal bundle beside a stove that had not finished warming.
Tamsin pointed to the fresh route cut.
"The older meal leaf?"
"Still amber. Its whole counterpart stays with the original route custodian. This notice is new, mine, and separately countered."
They opened their name flap all the way.
`SAVI DORN -- PUBLIC.`
Their bounded panel named present workshop-return continuity, the promised morning meal, the fire-warped token as direct source reference, and only the witnesses already liable for each fact. Savi kept the retained counterpart beneath one palm.
Its route slip exposed the accepted one-use line before insertion: `DIRECT LIABILITY -- THREE-HINGE HOUSE / SOURCE CHECK 6 -- ONE BOUNDED OBSERVATION / ONE CLOCK.`
Savi signed only the current workshop-and-token liability. The kitchen custodian signed only the meal line.
"This leaf may say Savi Dorn. It may say what the workshop board and this kitchen directly witnessed. It may not speak for another row, and it does not close my false-route review."
Tamsin passed the leaf through the public slot. The grey false-route sleeve remained sealed in a different case.
At the end of the table, a meal claimant pulled the red veto thread from another fold.
"No portable notice. Keep the local promise."
Tamsin closed only the notice panel.

"Declined is recorded. Your meal is not the price of agreement."
The kitchen marked the notice panel closed and put a bowl beneath the ladle. No penalty field opened.
Nara crossed the court with the housing cards. One claimant held a provisional-bed tag in one hand and pressed the deferred box with the other.
"Not today. I keep the route and decide later."
The stair custodian left the bed line blue.
"Bed unchanged. No adverse inference. No portable effect."
At medicine, a refuge claimant or already established proxy had authored a sealed scope showing two chosen initials and no name: `R.H.` Their route custodian retained the whole counterpart. The leaf's direct reference could be followed without opening the identity flap, and its conflict window already exposed `THREE-HINGE HOUSE / SOURCE CHECK 6 -- ONE BOUNDED OBSERVATION / ONE CLOCK.` Beside it traveled Etta's separate `E.S.` control, also sealed and plainly marked `OUTSIDE REFUGE COUNT`.
Ilex aligned the reader's two output panes without touching either fold.
"My former Quill privilege remains zero. I witness that the reader preserves the selected fields. I do not certify either identity, need, consent, or remedy."
R.H.'s route custodian exposed source code, medicine scope, direct liability, conflict line, veto, and the chosen appeal fold while keeping one hand on the string. On the separate pane, Etta exposed only the corresponding fields of her external control.
"My initials are enough for my route. The other sealed scope speaks for itself. A conflict may be compared without buying either name."
The medicine leaf entered. Savi's public leaf left the meal slot at the same bell.
Two conflict lines flashed once: the same direct house-liability entry on two different source observations.

Nara stopped between doors with both leaves still lighter than effect.
The public panel said `THREE-HINGE HOUSE / SOURCE CHECK 6`. Through the initials-only leaf's open conflict window, the same line answered. The name string did not move.
Nara raised both leaves without advancing them.
"Hold movement. Repeated direct witness. Different row, different source fact, different clock."
The kitchen's portable bar had not crossed its first notch. The medicine bar had not touched weight or standing. Both present needs could be real. Both direct references could be genuine. But a direct-liability entry accepted one bounded observation at one clock. This exact entry claimed two different source facts. One copy had crossed a fact boundary.
Adra watched the two clock bars.
"Open the sealed claimant. If the people match, the repetition may be clerical."
Etta put two fingers over the flap.
"Identity is not the conflict field. Opening it would not make one witness observe twice."
The kitchen custodian held out a reject clip.
"Then reject the sealed leaf. The public one is easier to replay."
Savi caught their counterpart against their chest.
"Public is a disclosure choice, not superior evidence."
Nara placed the two visible conflict windows edge to edge. She did not choose between them.
"Freeze both portable effects. Preserve both choices."
Tamsin struck the branch bell twice. Amber ran only around the effect panels. Savi's public name stayed public. `R.H.` stayed initials-only. The kitchen-house appeal opened on one leaf; the ministry medicine appeal opened on the other. Each route retained its counterpart with its claimant or selected custodian, and each claimant retained their veto.
Cala timestamped the amber before either bar could move.

No portable weight left either leaf.

Her hand on the cord was rational. That made the next choice matter.
Adra kept her palm over the cord.
"A synchronized reader can propagate a false source faster than these custodians can compare seals. An all-site pause contains what you have not seen."
Tamsin unfolded the scope posted before opening.
"It also pauses every unrelated row inspection and all three service clocks. This repeated liability appears on these two portable-effect branches only. We stop its verbs: lodge portable effect, move source weight, alter standing."
"You cannot settle either claim inside this window."
"We do not settle them. The claimants may veto, amend, or appeal. We preserve the failure where hostile review can reach it."
Tamsin turned to Nara.
"Route the amber panels. Nothing under them."
Nara separated the appeal folds without opening either identity. One went back to the selected kitchen house. One went to the selected medicine ministry desk. Neither destination acquired the claimant's counterpart.
Around them, the Quarter kept moving.
The declined claimant received the locally promised meal. Savi's bowl arrived under the kitchen's existing promise, not the held portable bar. At medicine, the initials-only claimant's current line continued under its already recorded local liability; Etta's external medicine route remained open beside it. Ilex signed only the zero privilege and sealed-output checks.
Across the court, the deferred claimant kept the provisional bed. The housing clock admitted the clean leaves and never opened the deferred effect.
Cala called toward the kitchen.
"Meal?"

Tamsin held up the blue service line.
"Served under prior house liability."
"Medicine?"
R.H.'s route custodian raised the local-liability line. Etta raised only her external medicine line.
"Both continue under their existing, separate liabilities."
"Housing?"
"No bed lost. No deferred effect executed."
The clean branches completed one by one. When Nara returned the route case, two panels remained amber and every service line remained blue.
All three custodians raised their end tallies.

The clocks did not show identical outcomes. They showed settled services, completed clean notices, preserved refusals and deferrals, and two visible failures on their way to separate appeals.
Cala waited until the three custodians had reconciled every counterpart. Then she drew four source cards, not five.
"Entrance correction, independently witnessed. Kez Brann's employment-continuity correction, independently witnessed. Examiner bond A, `CONTACT SEPARATION`, spent once. Examiner bond B, `COLLISION CONTAINMENT`, spent once. Four clean marks. Both bond lines closed."
Nara's cuff showed four blue marks and no empty place asking to be filled by somebody else's need.
The certification form offered too many lines: owner, original, composite representative, universal proxy, current identity, field witness.
Nara drew a line through owner.
"I will not sign the first four."
She crossed them out. Her hand still knew its pressure even though she could not enter the blue-stove first wage, the scholarship win, or the registry-door farewell. None returned. No deep writing stirred beneath the paper.
On the remaining lines she wrote only `NARA VALE`.
"My current civic identity. My observed work. No source claimant beneath it."
Cala pressed the four source cards against the cuff marks. A narrow field-access key cooled blue between them.
`NARA VALE -- QUILL. FOUR CLEAN MARKS.`

Only after Nara read every limit did she take the key.
Adra signed beneath a narrower heading.
`VALID LOCAL FIELD RESULT -- UNNAMED QUARTER JURISDICTION.`
Adra left her pen on the jurisdiction boundary.
"The relay found the collision I expected and contained the collision you defined. I concede that result here. I do not concede simultaneous Crown synchronization across districts. I am moving that challenge to the Crown Index."
Cala indicated the separate appeals.
"Preserve both new amber branches with it. The two older meal holds stay on their existing custody lines."
"I intend to."
Three custodians copied the final counts, services, appeals, certification limits, and Adra's finding. Each carried one copy to a different house. Nara waited until all three copy seals cooled blue. Their three seal notices then sent one connection query to the dormant witness-return field—no row, choice, service, or authority traveled with it.

The season's local record was already beyond one hand when the dormant witness-return line answered the three-seal query.
It was not attached to a refuge row. It did not enter Savi's public panel, `R.H.`'s sealed route, Etta's external line, Nara's certification, or either amber appeal. The signal came through a current central channel and stopped at a separate Crown field.
Nara checked the clocks first and looked to Tamsin.
"Services final?"
Tamsin checked the three blue lines.
"Final."
Nara touched the tally strip.
"Counts and choices?"
Tamsin kept both palms off the bundles.
"Final and separately held."
Nara turned Cala's access order outward.
"Quill limits and Adra's finding?"
Cala looked toward the three departed copies.

"Final before contact."
Nara set the field-access key beside her own signed line.
"Admit the connection only."
The Crown field opened.
`MIRA VALE -- WITNESS SIGNATURE ACTIVE -- CROWN INDEX.`
Nara recognized the hand by the lower-corner pressure, the authenticated record practice, and the same habitual skill her own fingers still possessed. She did not recognize it through the farewell. There was no lived farewell left to enter.
Adra studied the empty fields around the signature.
"What does it prove?"
Nara kept her hands off the line.
"A current Crown channel is connected to Mira Vale's authenticated witness signature. Nothing more."
No location appeared. No proof of freedom, safety, motive, control, present knowledge, or endorsement followed. The signature chose for none of the forty-one historical rows and changed none of the thirty-two choices or nine no-authority contact states. It restored no missing memory and opened no deep read.
Three local copies cooled in three different houses. Two new amber effect branches kept their appeals; the two older meal holds remained on their existing custody lines. Forty-one historical rows kept forty-one separate positions. Nara's four marks stayed four.
Only the Crown line remained warm.
